This could be right if you are still using HDD for your system. But most of modern laptops already uses SSD.
I recently swapped my Macbook Airś original SSD to M.2 NVMe. And it boosted the write speed almost trippled (and read speed more than doubled).
However this does not give me dramatic changes in terms of performance.
So I am not so sure for this argument.
I still reckon more RAM (16 GB) is more important than high-speed Storage.
